Oxfordshire · city guide
Oxford makes owning a car deliberately hard: controlled parking almost everywhere inside the ring road, a Zero Emission Zone in the centre and buses given priority on the main routes. That makes an unused car an expensive thing to keep.

The city sits inside a ring of bypasses: the A34 to the west, the A40 to the north and the A4142 to the east. Within that ring, Oxfordshire County Council runs controlled parking zones across most residential streets, from Jericho and Summertown to Headington and east Oxford, and parking permits are tied to a particular address and vehicle.
Oxford City Council handles abandoned vehicles. Cowley, in the south-east of the city, is also where Minis are still built at Plant Oxford, so the city has an unusually long relationship with the car.
If it sits in a residents' zone, make sure the permit is still valid until collection. An expired permit can bring a ticket before the truck arrives.
Give the registration and the postcode. Mention if the street is narrow or in a zone with tight loading rules, as many Victorian terraces in east Oxford are.
The car goes to an Authorised Treatment Facility, which issues the Certificate of Destruction.
Tell the DVLA, then cancel the residents' permit with the county council and ask about any refund.
A small pilot Zero Emission Zone has operated around Cornmarket in the city centre since February 2022, charging petrol, diesel and hybrid vehicles driven in it between 7am and 7pm. The councils have proposed widening it and other traffic measures, so check Oxfordshire County Council’s pages for what applies on your route.
If your car is parked inside the zone, collection is simply arranged; the charge relates to driving the car, not to it being collected.
Headington, on the hill east of the centre, is home to the John Radcliffe, Churchill and Nuffield Orthopaedic hospitals, and the streets around them carry some of the city’s strictest parking controls. If your car is kept nearby, arrange collection from your own address or driveway rather than a street close to a hospital entrance.
In the older parts of the city, such as Jericho and St Clement’s, lanes are narrow and some have width or weight limits. A recovery truck can usually load from the nearest through road, so tell the driver where that is. Out at Blackbird Leys, Littlemore and Barton, wider roads and off-street spaces make collection very simple.
